Coutu Fighting for Connecticut Cities and Towns

HARTFORD — Rep. Christopher Coutu today attended an afternoon news conference where residents joined a group of lawmakers in promoting the Tenth Amendment Resolution, which calls on Congress to only create statutes that fall inside its constitutional authority. Coutu signed letters supporting the resolution. Federal mandates, such as No Child Left Behind, have squeezed budgets of cities and towns throughout the state, Coutu said. On top of those federal mandates, municipalities must also contend with unfunded mandates handed down by the state — another trend Coutu has fought to derail.
