HARTFORD — As a cost-savings measure Rep. Christopher Coutu has proposed halving the amount of money set aside for legislators’ mailing privileges. And to jumpstart discussion on the proposal at the Capitol, Coutu has pledged reduce his mail allotment by 50 percent. The state faces a projected deficit of more than $500 million.
